Claims and evidence¶
Two independent dimensions¶
A claim may have high institutional authority and low empirical strength, or strong external evidence without yet being CDI-BoK doctrine.

Minimum classes¶
- Project definition: establishes official internal language.
- Empirical: describes a testable observation.
- Causal: states that an intervention produces a result.
- Comparative: claims superiority or difference from an alternative.
- Forecast: anticipates a future state under assumptions.
- Aspiration: states a desired direction.
- Original contribution proposal: proposes novelty pending adequate comparison.
Originality rule¶
Authorship does not prove international novelty. An original contribution requires a problem, comparison with prior work, proposed difference, limits, validation status and evolution path. Without sufficient comparative review it must retain the label Original Contribution Proposal.
